I don't think I completely understand your question. The question itself seems to presuppose some things that are not accurate, and so I'm not really sure how to answer it.
If your basic question is "how did God design the universe?" then I can honestly tell you that I have no idea -- God didn't specifically tell us how He did it and I have never designed a universe myself, so I wouldn't know the first thing about it.
However, I don't think that was really the question you were asking.
Your question seems to presuppose that God needs something apart from Himself to guide Him in all that He does, and I'm not sure where in scripture you get this idea from. I would venture to say the exact opposite is true. God needs no guide.
Quite honestly, you seem to me to be asking "How could God create the universe unless it already existed?", and to me that just seems like a nonsensical question. I honestly don't know how to answer a question that makes no sense to me.
If I have misunderstood you, please rephrase your question and ask it again differently. I certainly don't mean to belittle a sincere question.
